This man had members of my family tortured, under US command. Then he was used as the excuse for the savage invasion of Panama by the US Empire which killed members of my family.
The U.S. justified invading Panama by claiming that Noriega broke U.S. law while in Panama -- sort of like arresting a bar patron in NYC for violating a Kentucky county's dry ordinances.
